In 1973, with the government-wide panic caused by Watergate, the CIA Director Richard Helms ordered all MKUltra files destroyed.[48] Pursuant to this order, most CIA documents regarding the project were destroyed, making a full investigation of MKUltra impossible. A cache of some 20,000 documents survived Helms’ purge, as they had been incorrectly stored in a financial records building and were discovered following a FOIA request in 1977. These documents were fully investigated during the Senate Hearings of 1977.[3]
In December 1974, The New York Times alleged that the CIA had conducted illegal domestic activities, including experiments on U.S. citizens, during the 1960s. That report prompted investigations by the U.S. Congress, in the form of the Church Committee, and by a presidential commission known as the Rockefeller Commission that looked into domestic activities of the CIA, the FBI, and intelligence-related agencies of the military.
In the summer of 1975, congressional Church Committee reports and the presidential Rockefeller Commission report revealed to the public for the first time that the CIA and the Department of Defense had conducted experiments on both unwitting and cognizant human subjects as part of an extensive program to influence and control human behavior through the use of psychoactive drugs such as LSD and mescaline and other chemical, biological, and psychological means. They also revealed that at least one subject had died after administration of LSD. Much of what the Church Committee and the Rockefeller Commission learned about MKUltra was contained in a report, prepared by the Inspector General’s office in 1963, that had survived the destruction of records ordered in 1973.[49] However, it contained little detail. Sidney Gottlieb, who had retired from the CIA two years previously, was interviewed by the committee but claimed to have very little recollection of the activities of MKUltra.[10]
The congressional committee investigating the CIA research, chaired by Senator Frank Church, concluded that “[p]rior consent was obviously not obtained from any of the subjects”. The committee noted that the “experiments sponsored by these researchers … call into question the decision by the agencies not to fix guidelines for experiments.”
Following the recommendations of the Church Committee, President Gerald Ford in 1976 issued the first Executive Order on Intelligence Activities which, among other things, prohibited “experimentation with drugs on human subjects, except with the informed consent, in writing and witnessed by a disinterested party, of each such human subject” and in accordance with the guidelines issued by the National Commission. Subsequent orders by Presidents Carter and Reagan expanded the directive to apply to any human experimentation.
In 1977, during a hearing held by the Senate Select Committee on Intelligence, to look further into MKUltra, Admiral Stansfield Turner, then Director of Central Intelligence, revealed that the CIA had found a set of records, consisting of about 20,000 pages,[citation needed] that had survived the 1973 destruction orders because they had been stored at a records center not usually used for such documents.[49] These files dealt with the financing of MKUltra projects and contained few project details, however much more was learned from them than from the Inspector General’s 1963 report.
On the Senate floor in 1977, Senator Ted Kennedy said:
The Deputy Director of the CIA revealed that over thirty universities and institutions were involved in an “extensive testing and experimentation” program which included covert drug tests on unwitting citizens “at all social levels, high and low, native Americans and foreign.” Several of these tests involved the administration of LSD to “unwitting subjects in social situations.” At least one death, that of Dr. Olson, resulted from these activities. The Agency itself acknowledged that these tests made little scientific sense. The agents doing the monitoring were not qualified scientific observers.[50]
In Canada, the issue took much longer to surface, becoming widely known in 1984 on a CBC news show, The Fifth Estate. It was learned that not only had the CIA funded Dr. Cameron’s efforts, but perhaps even more shockingly, the Canadian government was fully aware of this, and had later provided another $500,000 in funding to continue the experiments. This revelation largely derailed efforts by the victims to sue the CIA as their U.S. counterparts had, and the Canadian government eventually settled out of court for $100,000 to each of the 127 victims. None of Dr. Cameron’s personal records of his involvement with MKUltra survive, since his family destroyed them after his death from a heart attack while mountain climbing in 1967.[51]

Norwegian children-Suit against the CIA, the Norwegian Army and pharmaceutical companies for using 10 war children in 50s and 60s’ in experiments with LSD and Mescaline.
Karen Coleman Wiltshire attended several public forums with the Department of Defense as a representative of ACHES and was outspoken on behalf of survivors on each occasion. She too, was one of the very few who was able to obtain her medical files from John Hopkins proving her experimentation.
Karen’s father worked for the Applied Physics Lab at Johns Hopkins. She obtained her files through sheer persistence, help from the almighty, and a mistake by a clerk who was not supposed to give the information out. Karen said they transported her to Washington, Maryland and Virginia, to military and government labs by private ambulances, military cars, and yellow school buses. She alleged her experiments took place from 1961 through 1970. Karen related to me that she was kept in the Harriet Lane Home for Invalid Children at John Hopkins where there were wards of children. Her parents had been told she was being treated for a heart defect. She said when they would come to visit; she would be put in a private room with her belongings in order for it to appear as though she had been there all along. When her parents left, they returned her to the ward where she said she believed they did LSD, ECT, and other strange experiments. One of these she explained was to be trained to eliminate emotions and feelings by using assorted torture and other techniques. This sounds very much like the mind control technique I believe was used on me by the CIA and other branches of the government.
Karen was responsible for spurring me on to obtain information through FOIA requests that would help me validate my memories. She was always banging on doors, persistent to get the truth out, especially when she found out there were so many other kids who were used as human guinea pigs. The Department of Energy had told her she was the only one, but she said that Pentagon sources had personally told her they “didn’t want our stories out at any cost. The plan was to pay off a few token victims and blow the rest off.” Karen did not live to see any of us receive validation or vindication.
On April 5, 1999 Karen made a presentation on behalf of ACHES entitled ETHICS before the National Institute of Health’s’ Bioethics Group. She died on April 23, 1999 after doing exhaustive investigation of DOD experiments on human beings. I am sure more child survivors like Karen will begin coming forward once the public becomes aware of these abuses.
Now that I have established the clear pattern of children being used as human guinea pigs, I would like to share with you my own search for the truth. As an alleged survivor of CIA programs Bluebird/Artichoke and MKULTRA, I began my intense search to document some of the mind control experiments that I became part of, starting at the tender age of four. The CIA bought my services from my grandfather in 1952.

We are aware of Mengele. He also, very unfortunately, shows up in the DuPlessis Orphanage abuses in Canada, which were also MKUltra experiments, which included cutting into the brains of these innocent, vulnerable orphans. These are unutterable abuses. We also work with the DuPlessis Orphans, in trying to achieve justice for them and all survivors. Thank you for your post.

paul here. i dont believe j. mengele died in south america.having been a subject of mkultra,and also having lived with in sight of stateville prison in illinois i was in contact[to put it mildly] with megele. in the late 1980s, a ‘plumber’ with a nazi past,was burried in chicago. this person i believe to be mengele.i first saw him in 1967,southern illinois,thru the mid 1970s. a fortunate concussion helped me remember,yet then i thought i was insane,did in fact think so until recently. that he died in south america…dis information.

The photograph of this man bears a startling resembling to the Nazi, Joseph Mengele. I believe this was in the ’50’s. So your information may well be correct.

I am in project mkultra for about 40 years. BRUCE LEE was the recruiter for the project and he worked for the C.IA and also ofcourse Warner Bros. And Hollywood. HE was making a mind control movie with me and that is also the reason why he volunteered to die and ploted his own death.I was a witness to his death and ofcourse i would have to say its the government because of all the death threats.I am the little boy in his documentery called Bruce lee the legend. One of our friends, Gail Whittaker, who has unfortunately passed away, was involved in the UCLA tests with Joleyn West and Thelma Moss. She was involved with directors in NY and CA and worked as a newswriter for Fox News before relocating home to Cinncinati, where she unfortunately passed away (age 54). The situation is difficult. I am sorry to hear your account. Can you get any support in CA ? from psychologists or health professionals ? We have had the best luck with the health community in NY and CA. Also visiting Neil Brick’s site, S.M.A.R.T. and reaching out to some of the contacts may work in your situation. Neil has done tremendous work in this field and is considered an expert on ritual abuse. His site may help. Please keep in contact and keep accessing our site for updates and information. Thank you for your website. My mother was a victim of MKUltra, possibly beginning while in Japan in the very early 60’s but then predominantly in Southern California, also the early 60’s – my understanding UCLA or the involved/doctor-researchers were connected to UCLA. While in college in the late 70’s & early 80’s, in Oregon, my sister & I began trying to piece together what our mother went through. Her horrifying experience greatly affected our entire family and our childhood. Much “healing” has occurred since then and it has helped tremendously knowing what happened. I still dabble occasionally looking for more information now that we have the internet as a resource. All the related cold war programs that arose after WWII are fascinating and at times shocking and heart-wrenching. If only the human race could really learn from bad mistakes and not continually repeat history. It is hard to believe such things occurred so close after Nazi Germany.

My name is Meghann, and I believe I have a lot of evidence and research supporting the idea that MK-ULTRA is still in existence, not “ended” in the late 70’s as the government would suggest.
I would love to talk to everyone on this thread, and start sharing stories, evidence, and artifacts.
I believe a series of books has been passed down to me through my family in a set of “clues” to discover the truth. I believe my grandfather planned to out the program, but was stopped before he was able.
It is now my mission.
I suggest everyone read “Power of Will,” by Frank Channing Haddock. The fourty-fifth edition I am in possession of was published in 1915––the same year the author died.
I also believe that subjects of MK-ULTRA were picked (and here comes the spiritual/conspiracy part) because of Indigo Children/Rainbow warrior tendencies. I believe MK was started in order to preserve the old way of thinking, and eliminate any possibilities of the new generations being “credible sources” because of their social standing, personal histories, or familial connections.

There was plenty of LSD, synthetic “mescaline”, and drugs called STP, DMT….. at the University of Delaware during the late 1960’s and through the early 1970’s. U of Delaware has a big chemistry department. Also Summit Aviation in Middletown, Delaware was a site where the CIA
had planes during the Reagan-Contra operation against the Nicaraguan Sandinista’s, 1980’s.
