Dear Senator Bernard Sanders:
We, Kelb, Inc., Keep The Ethical Light Burning, would like to congratulate you on your life’s work. It seems that your entire political life has been productive. You are an indefatiguable fighter for human rights. We applaud your progress.
We are presenting an issue to you, that unfortunately began in Hitler’s death camps, in World War II. The Germans began a program of human experimentation without consent, causing pain and misery to those who survived. The Nuremberg Trials and Judgements dealt with these crimes and the legal issues a man in power and his atrocities presented. It is now an accepted norm of practice, that human experimentation without the informed consent of the human subject, is illegal in America and internationally. (Rabi Abdullah, et al., v. Pfizer, et al., Vietnam Veterans of America et al., v. CIA, et al., Orlikow case).
Our organization, Kelb, Keep The Ethical Light Burning, Inc. (Keepkelb.wordpress.com) was formed to advocate for the survivors of non-consensual experimentation and abuse, often by agency. These experiments include the radiation experiments, the MK-Ultra experiments, experimentation on unwitting citizens, the Tuskegee and Guatamalan Syphillis experiments, the Holmesburg Prison experimentation, the Edgewood Vets military experiments and others.
The MKUltra Project, occurred in the U.S. (1938 – 1972 +?). These abuses were a vital concern of the Church Senate Subcommittee Hearings on abuses of the CIA and intelligence agencies. The issue and this group of human subjects, has been neglected, since at least 1972. 1.
As a potential President of the United States, current Senator of Vermont, with effective service on the Energy, Environment, and Health, Education, Labor and Pensions Committees, we seek your counsel and feel you are uniquely qualified to speak with us, give us direction and work towards a solution, for this very serious abuse and denial of rights . We believe that your strong presentation of the issues, and background as a human rights’ advocate, will provide the strong solution we need. We ask that you or your staff member respond to us, at your earliest possible convenience.
Our organization’s mission is to effectively deal with the issue of non-consensual human experimentation. We are specifically concerned with the programs of the intelligence/military agencies and the covert secret programs they formed and operated on unsuspecting and unwitting people, up to the present. We work with the exposed/revealed programs, such as Project MKUltra, Bluebird, Pandora, Artichoke and biological and chemical testing programs. The abuses concern us, as well as continuing abuses.
In her book, The Plutonium Files, Eileen Welsom chronicles the unlawful experimentation many Americans experienced, at the hands of doctors and scientists they trusted. It was only years later, that the true nature, of these harmful experiments, were exposed.
These were years of mushrooming experimentation, (1932 – 1986 ?) which seemed to encourage noncompliance with informed consent. Consequences of overlooking these inherent human rights, became the plight of victims of these non-consensual experiments. Victims endure physical and psychological harms as well as difficulties getting these problems appropriately addressed. We need to move forward, as a nation that honors and produces ethics, and Constitutional guarantees, for all of its citizens. Admitting past (and possibly present) noncompliance, is a positive step towards solution.
The textual information in the Vets’ case is quite telling. From the First Amended Complaint: “The Plight of the “Volunteers”:
1. This action chronicles a chilling tale of human experimentation, covert military operations, and heretofore unchecked abuses of power by our own government. . . .
9. . . .In at least a few instances, the victims died. Initially, the research program was limited to “defensive” purposes such as the testing of gas masks or development of antidotes, but it quickly was expanded to offensive uses with no practical limits and blatant disregard of required procedures.
10. Not only did DEFENDANTS repeatedly violate principles of ethics and human decency, as established by international law and convention through, among other pronouncements, the Nuremberg Code and the Declaration of Helsinki, but they also violated their own regulations and the U.S. Constitution.
Bruce occasionally would regain consciousness for brief moments. On one such instance, he remembers being covered with a great deal of blood, and assumed it was his own, but did not really know the source. Also portions of his arms and the backs of his hand were blue. His wrist and ankles were bruised and sore at the points where he had been strapped to the gurney. Bruce believes that this is the time period during which a septal implant was placed in his brain.
32. DEFENDANTS placed some sort of an implant in Bruce’s right ethmoid sinus near the frontal lobe of his brain. The implant appears on CT scans as a “foreign body” of undetermined composition (perhaps plastic or some composite material) in in Bruce’s right ethmoid, as confirmed in a radiology report dated June 30, 2004.
33. Upon leaving Edgewood Arsenal, Bruce was debriefed by government personnel. Bruce was told to never talk about his experiences at Edgewood, and to forget about everything that he ever did, said or heard at Edgewood.
34. Within days or weeks of returning to Ft. George G. Meade, Bruce began to have trouble with his memory. For example, things as simple as filling out a maintenance report on his chopper and how to spell certain words suddenly became troublesome. . . .”

We don’t believe there are large numbers of consensual volunteers for this type of experimentation. The experimentation itself, thus defined, clearly denies the experimentees their protection against unnecessary search and seizure, as well as their Nuremberg Code protections. Many of the veterans and unwitting public experimentees have suffered life-long physical problems due to this “experimentation”.
The Church Senate Subcommittee Hearings found these experiments to be unethical and illegal. As the hearings concluded, the CIA and the military were directed to find unwitting citizens, who had been experimented on and notify them of these tests in 1976. To date, it would seem that this has not happened. 3. As can be clearly seen from the plaintiff’s information in the Vietnam Veterans’ case, the experimentation continued on, until at least 1966 (when Bruce’s implants were placed in his head.) The covert and non-consensual experimentation did not stop.
We represent a group of people who “remember” and who have found evidence of similar implantation. We are the “unwitting members of the public” who were experimented on. The Vets’ lawsuit is filed for military personnel who were consciously involved in MKUltra experimentation. As the Church Committee noted, there were members of the unwitting public who were experimented on without their knowledge of consent. Many were children. We represent those children who are now adults, dealing with memories and personal invasions, such as implants.
MKUltra Experiments
The Church Senate Subcommittee hearings in 1974, helped to reveal that the U.S. was conducting these nonconsensual experimentation: the MKUltra experiments, on American children and unwitting Americans. Some of the defined goals of this experimentation were:
a. To research techniques to impose control over the
will of an individual, including neuron surgery,
electric shock and drugs and hypnosis;
b. To design and test septal electrodes that would enable

We strongly support advocacy, against the theory of “utilitarianism”: as “anti utilitarianism” is written into national law (42 C.F.R. 46, Common Rule) and international law (Nuremberg Code). Harm to one individual or a small group, even if it is thought to benefit the whole or “common good”, is neither accepted nor sanctioned by American (or international) law. 3.
This makes our law unique, valuable and vital to national and international concerns. To harm one or many in our group, in the name of national security, medical advances for the many or for any reason (including personal gain) is morally and ethically wrong, and not legal. Due to the nature of our claims and understanding of these experiences, we feel that many survivors have been placed on either a FISA list or the Patriot list or both. All of these activities deny this group, at the very least, Fourth Amendment guarantees against unnecessary search and seizure. We believe the surveillance, is a method of keeping these abuses from being properly heard. If one is fearing phone and computer surveillance (no longer the men in hats with newspapers), one is less inclined to pursue abuses, suffered as a child, at the very hands of those doing this “surveillance”.
We work with and strongly support the efforts of the DuPlessis orphanage survivors in Canada, who were similarly experimented on, with MKUltra experiments of the CIA. We work with Rod in Quebec, whose wife is a survivor. He has provided us with an article on some of the horrors of this experimentation which occurred both in Canada and the United States.
The article explains: “Catholic psychiatric hospitals carried out tests including electric shocks, injections of such drugs as chlorpromazine and LSD, chemical sterilization, and lobotomies. The top secret mind-control Project MKULTRA, pioneered by CIA head Allen Welsh Dulles, was carried out at Montreal’s Allan Memorial Hospital on the orphans.
A doctor from Germany, who ran the Douglas Hospital in Montreal was Dr. Heinz Lehmann, who came from Germany in 1937, bringing with him the psychiatric drug chlorpromazine. Although he lacked medical qualifications, he was nevertheless authorized for work by Dr. Ewen Cameron of the Allan Memorial Institute, who spearheaded the diabolical experiments on the children. (Ironically, Cameron, who became the president of the American Psychiatric Association in 1952, was asked for his professional evaluation of the Nazi chief, Dr. Rudolf Hess, at the Nuremberg trials.). . .” 2.
We work with and support many American survivors of these heinous tests, many of whom are in their 40’s, 50’s 60’s, with some in their 70’s. The memories have emerged and are emerging. We seek the support and “making whole” of survivors. This was given as directives in the Church Senate Subcommittee Hearings. As attorney Gordon Erspamer of the California law firm of Morrison and Forester, has noted in the Vietnam Veterans’ lawsuit concerning these experiments: the notification and help for survivors, “never happened”. (Vietnam Veterans of America et al. v. CIA et al. CV 09-0037-CW,U.S.D.C. (N.D. Cal 2009) ).
We had the good fortune to work with attorney Gordon Erspamer on the Vets’ case, before Gordo’s unfortunate death. To put it mildly, he is missed. We are pleased with Judge Wilken’s Order and Injunction on behalf of these soldiers and the MKUltra abuse they suffered. We seek your support and counsel, Senator Sanders especially in light of this new information of NSA mass surveillance and apparent belief that this is in accordance with American law. This is apparently the same belief that fueled these heinous MKUltra experiments. We would like to participate in a teleconference with you, on the plight of survivors. We have watched your career move from young lawyer, to First Lady to Senator, to Secretary of State. Your accomplishments are impressive. Your feminist ideals have opened doors, closed to women for centuries and led the way for countless women to work towards self-sufficiency, an important outcome. We applaud your many progresses.
